A database-disconnected working report joining accepted read-only FY2027 evidence to the complete 85-step process. This release adds four 54-step operating paths: Town Meeting authority through spending and results; procurement need through contract closeout; Treasury receipts, cash, investments and debt; and year-end cutoff through DLS certification, audit and resident results. All prior detailed paths remain preserved.
